I'd like the site to have an "announcements" box, normally invisible, but enabled/visible when there's content to show, much as the screenshot below shown from GitLab.

Yup. Just text. Discardable isn't required (although it's probably very nice to offer).

And how this text can be added or removed? Recompiling the site? If its the case, then it is rather easy to implement :) Or should it be dynamic somehow?

Thinking about it some more: I think it would be practical to load the content dynamically from the url https://common-lisp.net/broadcast.html ; that URL will then be fed through a file on the filesystem of the server outside the tree that's being re-deployed on every site update.

And this url (https://common-lisp.net/broadcast.html) will contain announcement text, right?

Sorry to be unclear about it: yes, it will contain the annonucement text as an html snippet. The coloring of the broadcast/announcement should come from the page in which it's being inserted though.
